In the evolving landscape of internaEonal relaEons, states increasingly turn to alternaEve diplomaEc tools beyond tradiEonal negoEaEons. SoX power mechanisms, parEcularly development aid and cultural diplomacy, have become integral to how states assert influence on the global stage. Among these mechanisms, media emerges as a criEcal tool—not only for disseminaEng informaEon but for construcEng narraEves that shape percepEons and legiEmize foreign policy goals. This study explores how Türkiye constructs and communicates its Eurasian development cooperaEon strategy through media, posiEoning humanitarian diplomacy as a key instrument of soX power. Since the early 2000s, Türkiye has adopted a mulEdimensional and humanitarian-oriented foreign policy, parEcularly targeEng regions with historical and cultural Ees. Eurasia, with its shared O`oman heritage and strategic significance, has been prioriEzed as a region for development iniEaEves. Through insEtuEons such as the Turkish CooperaEon and CoordinaEon Agency (TİKA) and the Yunus Emre InsEtute, Türkiye engages in numerous projects spanning educaEon, health, infrastructure, and cultural restoraEon. These iniEaEves aim not only to address immediate needs but also to foster long-term regional partnerships based on mutual values and historical conEnuity. Media plays a central role in amplifying these iniEaEves, both domesEcally and internaEonally. Publicly funded media outlets such as TRT Avaz and Anadolu Agency craX narraEves around Türkiye’s development acEviEes that emphasize themes of solidarity, cultural affinity, and humanitarian responsibility. Drawing on the framing theory (Goffman, 1974, p. 21), the study argues that these media representaEons do more than report events—they construct meaning by selecEng specific angles, emphasizing emoEonal appeals, and shaping public percepEon. This allows Türkiye to project itself as a benevolent actor in the region while simultaneously countering negaEve portrayals in Western media that frame its foreign policy as neo-O`omanist or self-serving. Türkiye’s development aid is increasingly framed not only as economic assistance but as a diplomaEc act aligned with the concept of “aid diplomacy.” Building on Nye’s theory of soX power, the study contends that development cooperaEon serves as a strategic vehicle for enhancing Türkiye’s internaEonal standing. By engaging in projects that reflect shared cultural values and historical memory, Türkiye posiEons itself as a trustworthy and empatheEc partner, disEnguishing its approach from that of tradiEonal donorrecipient dynamics. The empirical evidence drawn from the Global SoX Power Index (2020–2025) supports this claim, showing a marked improvement in Türkiye’s internaEonal image and influence metrics. The analysis further invesEgates how digital platorms—such as X (formerly Twi`er), Facebook, YouTube, and Instagram—complement tradiEonal media in Türkiye’s public diplomacy. These tools allow state insEtuEons like the Directorate of CommunicaEons and the Ministry of Foreign Affairs to directly engage internaEonal audiences, bypassing editorial filters. Social media platorms are not merely channels of disseminaEon but interacEve spaces where narraEves are co-created with users. In this context, the concept of the “empatheEc actor” emerges, highlighEng how individuals contribute to the humanitarian narraEve by sharing, commenEng on, or creaEng content that aligns with state narraEves. Türkiye’s media strategy is not without challenges. While naEonal media presents aid iniEaEves as acts of compassion and cultural affinity, internaEonal coverage—parEcularly from Western outlets— oXen frames these efforts as geopoliEcal maneuvers aimed at increasing Türkiye’s regional leverage. This dual framing underscores the contested nature of public diplomacy and the importance of media literacy and strategic communicaEon planning in shaping favorable percepEons. The study concludes that Türkiye’s Eurasian development strategy is more than a set of discrete projects—it is a comprehensive narraEve constructed and disseminated through carefully curated media content. The success of this narraEve depends not only on project implementaEon but also on how well the humanitarian values underpinning these iniEaEves are communicated to diverse audiences. In this sense, media funcEons as both a symbolic and strategic asset in Türkiye’s foreign policy arsenal. The findings suggest that Türkiye’s approach to development diplomacy, mediated through tradiEonal and digital communicaEon channels, offers a compelling model for states seeking to enhance their soX power. However, the sustainability of this strategy hinges on three key factors: professional content producEon, cross-platorm communicaEon coherence, and sensiEvity to internaEonal media ecosystems. Future research should further invesEgate audience recepEon of these narraEves, especially in recipient countries, to evaluate the actual impact of Türkiye’s media-driven soX power efforts.
