Türk Siyasal Hayatında Devlet ve Hikmet-İ Hükümet Geleneği

Geçmişten günümüze kadar meşru temellerini yeniden üreterek varlığını devam ettiren “Devlet” olgusu, egemen olduğu toplumun tahayyülünde edindiği yer ve onunla ilişkisi bağlamında değişen oranlarda toplumsal hayata etki etmektedir. Türk Siyasal Hayatında toplumsal varoluş ile eşdeğer görülen devlet ise diğer toplumlardaki muadillerine göre ayrıcalıklı bir konuma sahiptir. Devlet-toplum ilişkisinde; devletin bireyleri, toplumsal formasyonları -aile, aşiret, etnisite, millet…- ve kültürel inşaları -din, inanç…- önem açısından öncelediği hikmet-i hükümet geleneği, bugüne aktarılan siyasi ve aynı zamanda da toplumsal bir birikimdir. Bu çalışmanın amacı; günümüze kadar farklı taşıyıcı entelijensiyalar tekelinde fonksiyonel olan “hikmet-i hükümet” geleneğinin, Türk Siyasal Hayatındaki kökenlerini, takip ettiği paterni ve mevcut yerini açıklamaktır. Devlet-toplum ilişkisi çerçevesinde yapılan inceleme sonucunda; hikmet-i hükümet geleneğinin ilk Türk devletlerinden itibaren varlığını devam ettirdiği, Cumhuriyet’in kuruluşu ile birlikte geçici bir tedbir kapsamında benimsenmesine rağmen direnç gösterdiği ve konum değiştirmek suretiyle Türk Siyasal Hayatına yön veren bir süreklilik haline geldiği değerlendirilmiştir.

“The state” phenomenon surviving from past to present by reproducing its legitimacy bases effects social life in varying degrees in the context of its relation with community under the rule and its position in the community’s perception. The state in Turkish political life where it is deemed equivalent to a social existence has a privileged position compared to its counterparts in other societies. “The raison d’etat” tradition, where the state in the statesociety relation prioritize individuals, social formations -family, tribe, ethnicity, nation…- and cultural structures -religion, faith…- in terms of importance, is a political and social accumulation transferred to present day. The aim of this study is to explain the roots, patterns being traced and current position of “the raison d’etat” tradition functioning under the monopoly of different carryingintelligentsia in Turkish political life until today. It is assessed in the conclusion of investigation carried out in the framework of the state-society relation, that “the raison d’etat” tradition survived since early Turkish states, resisted and became a continuity directing Turkish political life by relocating though it was considered to be a provisional measure with the establishment of the Republic.
