Yap işlet devret modeli ile yapılan köprü ve tüneller

Abstract

Teknolojinin ilerlemesi ve nüfusun hızla artması ile birlikte mevcut altyapı yetersiz kalmakta ve bu konu yeni yatırımlar yapılması gerekliliğini doğurmaktadır. Ülkemizde yapılacak yeni altyapı çalışmaları için kaynakların kısıtlı olması bu amaca yönelik kaynak arayışına sebep olmuştur. Yap – İşlet – Devret Modeli (YİD) modeli bu arayış sonucu geliştirilmiş bir modelidir. Yap- İşlet – Devret (YİD) kısıtlı olan bütçeyle yapılamayacak yatırımları, özel sektörün katkıları ile hayata geçirilmesine olanak sağlamaktadır. YİD modelinde ana amaç yüksek oranda altyapı sorununu çözmek bununla birlikte kamu finansmanına düşen yükün azaltılması ve hizmetin etkin kullanımı hedeflenmektedir. Bu çalışmada, Yap- İşlet- Devret (YİD) Modeline genel bir bakış, bu yöntem ile ülkemizde yapılan köprü ve tünellerin incelenmesi ve YİD yöntemi ile yapılan köprü ve tünellerin kullanıcılarına anket yöntemi ile memnuniyetinin ölçülmesi ve yöntem hakkındaki görüşlerinin incelenmesi amaçlanmıştır.

With the advancement of technology and the rapid increase in the population, the existing infrastructure falls short and this issue necessitates new investments. The limited resources for new infrastructure works in our country have led to the search for finance models for this purpose. Build - Operate - Transfer Model (BOT) has been developed for the purpose of this search. Build-Operate-Transfer (BOT) allows the investments, which cannot be made with the limited budget, to be made with the contributions of the private sector. The main purpose of the BOT model is to solve the problem of infrastructure at a high level, besides this, to reduce the burden on public finance and to use the service effectively. In this study, an overview of the Build-Operate-Transfer Model (BOT), examination of the bridges and tunnels constructed in our country with this model, and to measure, with the survey method, the satisfaction of users of the bridges and tunnels constructed with BOT model, and to investigate their opinions about the method are targeted.
