Türkiye'de kamu istihdamı ve öğretmenlik mesleği

Türkiye Cumhuriyeti Devleti, geçmişten günümüze zorluklarla ve halkın yoğun mücadelesiyle haklarını elde etmiş, bağımsızlık mücadelesini sadece savaş meydanlarında değil, siyasette, kamuda, hukukta ve eğitimde vermiş bir milletten oluşmaktadır. Çalışma kapsamında kamu alanında halka hizmet için görev yapan vatandaşların istihdam tipleri, istihdam edilme süreçleri ve istihdamdaki esnek dönüşüm süreci Türk Milli Eğitim Sistemi özelinde ele alınmıştır. Devlet politikalarında kamu sektöründeki istihdam süreçleri ilerleyen yıllarda eğitim faaliyetlerinin artması, eğitim niteliğinin düşmesi, işsizlik oranları gibi sebeplerden etkilenerek şekillenmiştir. Bu etkenler sebebiyle kamu personellerinin istihdam edilme durumlarında esnek bir yapı ve dönüşüm ortaya çıkmıştır. Çalışma kapsamında öğretmenlerin Türk Milli Eğitim sistemi içerisinde kadrolu olma sürecinden sözleşmeli sisteme geçişi siyasi ve hukuki açılardan ele alınmıştır. Mevcut kadrolu öğretmenlerin yanında sözleşmeli istihdam edilen öğretmenlerin yaşadıkları zorluklar ve geçiş süreçlerindeki durumları ortaya çıkmıştır. Yaşanılan istihdam biçimleri sebebiyle çalışma güvenliği, iş koşulları ve bunlara bağlı olarak da yaşam kalitesi olumsuz yönde etkilenen öğretmenler ve istihdam edilemeyerek başka bir açık oluşturan öğretmen adaylarının durumlarının iyileştirilmesi için eleştirel bir bakış açısı taşımaktadır. Buradan yola çıkılarak araştırma sonuçlarında öngörülmektedir ki; bu sözleşmeli istihdam sürecinin kamunun diğer alanlarında da ilerleyen dönemlerde yaygınlaşacağı olanaklıdır.

The Republic of Turkey State, has obtained the rights to the past to the present difficulties and people's intense struggle, the struggle for independence of not only the battlefield, in politics, in public, consists of a nation that gave the law, and education. Within the scope of the study, the employment types of the citizens working in the public sector, the processes of employment and the flexible transformation process in employment are discussed in the context of the Turkish National Education System. In state policies, the employment processes in the public sector were shaped by increasing education activities, decreasing the quality of education and unemployment rates. Due to these factors, there is a flexible structure and transformation in the employment of public personnel. Within the scope of the study, the transition of the teachers from the process of being a permanent staff to the contracted system in the Turkish National Education System has been discussed from a political and legal point of view. In addition to the current permanent teachers, the difficulties experienced by the teachers employed in the contract and the situations in the transition processes have emerged. Due to the forms of employment, work safety has a critical point of view to improve the situation of teachers who are negatively affected by their working conditions and the quality of life, and the situation of prospective prospective teachers. From this, it is envisaged in the research results; it is possible that this contractual employment process will become widespread in other areas of the public in the future.
