Neorealizm kuramı çerçevesinde 2022 Rusya-Ukrayna Savaşı

Abstract

Bu tez, 24 Şubat 2022'de başlayan Rusya-Ukrayna savaşının dinamiklerini, neorealizm perspektifinden analiz etmektedir. Neorealizm kuramı çerçevesinde ele alınan bu çalışma, savaşın arka planında yatan stratejik nedenleri, Rusya'nın Ukrayna'nın NATO ve AB ile yakınlaşmasını bir tehdit olarak algılaması perspektifiyle analiz etmektedir. Çalışma, Rusya'nın Ukrayna üzerindeki etkisini artırma hedefi ile bu müdahalenin, Avrupa'nın güvenliği ve bölgedeki istikrar üzerindeki yansımalarını tartışmaktadır. Çatışmanın çeşitli senaryolarla değerlendirildiği tezde, Ukrayna'nın Batı ile entegrasyon çabaları ve Rusya'nın jeopolitik pozisyonunu güçlendirme hedefleri arasında giderek derinleşen bir gerilim olduğu vurgulanmaktadır. Çalışma, uluslararası ilişkilerdeki büyük güçlerin güvenlik ve güç dengesi çerçevesinde hareket etme eğilimlerini ele almaktadır. Rusya-Ukrayna savaşı örneğinde olduğu gibi, neorealist bakış açısı, devletlerin uluslararası sistemde güvenliklerini sağlamaya yönelik stratejik hedeflerini vurgular. Dondurulmuş çatışma olasılığı, Ukrayna'nın zaferi ya da pragmatik bir hükümetin toprak tavizlerine razı gelmesi gibi senaryolar üzerinden, bu savaşın bölgesel ve küresel düzeyde uzun vadeli etkileri incelenmektedir. Bu bağlamda, Rusya-Ukrayna savaşının sonuçlarının sadece iki ülke ile sınırlı kalmayıp, geniş çaplı bir güvenlik tehdidi oluşturabileceği değerlendirilmektedir.

This thesis analyzes the dynamics of the Russia-Ukraine war that started on February 24, 2022, from the perspective of neorealism. Framed within the neorealist theory, this study examines the strategic reasons behind the conflict, focusing on Russia's perception of Ukraine's rapprochement with NATO and the EU as a threat. It discusses Russia's objective of increasing its influence over Ukraine and the implications of this intervention for European security and regional stability. The thesis highlights the escalating tensions between Ukraine's efforts to integrate with the West and Russia's aim to strengthen its geopolitical position. The study explores the tendencies of major powers in international relations to act within the frameworks of security and power balance. Using the Russia-Ukraine war as a case study, it underscores the neorealist view that states pursue strategic objectives to ensure their security within the international system. Possible scenarios, such as a frozen conflict, Ukraine's victory, or a pragmatic government agreeing to territorial concessions, are evaluated to assess the long-term regional and global consequences of the war. In this context, it is argued that the outcomes of the Russia-Ukraine war may extend beyond the two nations, posing a significant security threat on a broader scale.
