Kentsel dönüşümde esenler modelinin kira artışına etkisi: Eleştirel bir yaklaşım

Araştırmada yakın zamanda İstanbul’un Esenler ilçesinde yapılan kentsel yenileme çalışmalarının ilçede kira artışına etkisi araştırılmaktadır. Kentsel alanlarda kentsel dönüşüm gerçekleştirmek için farklı stratejiler benimsenip uygulanabilmektedir. İlçedeki kentsel dönüşüm uygulamaları için kentsel yenileme yaklaşımı benimsenmiştir. Araştırmanın amacı Esenler ilçesinde yapılan kentsel yenileme çalışmalarının ilçede kira artışına ve kiracı olarak yaşayanlara etkisini ortaya çıkarmaktır. Araştırma nitel araştırma yöntemlerinden birisi olan vaka analizi yönteminin kullanılmasıyla gerçekleştirilmiştir. Araştırmanın sonuçlarına göre Esenler’de yapılan kentsel yenileme çalışmalarından sonra ilçede dönüşüme konu alanlardaki konutlar ve şehir arazilerinin piyasa değeri yükselmiş, bununla birlikte kiralık konutların kira fiyatları da yükselmiştir. Kentsel yenileme çalışmalarından sonra Esenler İstanbul’un en hızlı kira artışlarının olduğu ilçelerinden birisi olmuş, ilçedeki konutların kiraları çok artarak bu durum ilçenin kiracılarını olumsuz etkilemiştir.

In the research, the effect of the urban renewal works recently carried out in the Esenler district of Istanbul on the rent increase in the district is investigated. Different strategies can be adopted and implemented to achieve urban transformation in urban areas. Urban renewal approach has been adopted for urban transformation practices in the district. The aim of the research is to reveal the effect of urban renewal works carried out in Esenler district on the increase in rents in the district and on those living as tenants. The research was carried out using the case analysis method, which is one of the qualitative research methods. According to the results of the research, after the urban renewal works carried out in Esenler, the market value of the houses and city lands in the areas subject to transformation in the district increased, and the rental prices of the rental houses also increased. After the urban renewal works, Esenler became one of the districts with the fastest rent increases in Istanbul. The rents of the residences in the district increased significantly so negatively affected the tenants of the district.
