Yerel yönetim performansının iyileştirilmesinde idari reformlar komisyonunun rolünün incelenmesi(Belh vilayeti)

Günümüzde idari reformlar, dünya genelinde hükümetlerin en önemli ve etkili faaliyetlerinden biri olarak kabul edilmektedir. Birçok sanayileşmiş ve gelişmiş ülkede idari reform, kamu hizmetlerindeki yapısal ve prosedürel değişiklikler anlamına gelirken, gelişmekte olan ülkelerde bu reformlar, sosyal ve ekonomik dönüşümü tetikleyen modernleşme ve değişim sürecini ifade etmektedir. Bu araştırmada, Bağımsız İdari Reformlar Komisyonu'nun yerel yönetişim performansını iyileştirmedeki rolü incelenmiş ve yerel yönetimlerin performansını artırmaya yönelik çözüm önerileri sunulmaya çalışılmıştır. Araştırmada belirlenen hedefler ve göstergeler doğrultusunda betimsel analiz yöntemi kullanılmıştır. Bu bağlamda, Belh eyaletindeki İdari Reformlar Komisyonu'nda rastgele örnekleme yöntemiyle anket ve görüşmeler gerçekleştirilmiş ve bu şekilde veriler toplanmıştır. Araştırma sonuçları, Bağımsız İdari Reformlar Komisyonu'nun Belh ilinde yerel yönetim performansının iyileştirilmesinde önemli bir rol oynadığını ortaya koymuştur.

Administrative reforms are now regarded as one of the most important and impactful activities of governments worldwide. In many industrialized and developed countries, administrative reform refers to the process of changing the structural and procedural aspects of public services, while in developing countries, these reforms represent modernization and transformation that drive social and economic change. This study examines the role of the Independent Administrative Reforms Commission in improving local governance performance and seeks to offer solutions for enhancing the performance of local governments. A descriptive analysis method was employed, based on the identified objectives and indicators. In this context, data were collected through random sampling, surveys, and interviews conducted with the Administrative Reforms Commission in Balkh province. The findings of the study revealed that the Independent Administrative Reforms Commission plays a significant role in improving local governance performance in Balkh province.
