| dc.description.abstract | 21' inci yüzyıl siyasi yönetimlerinin en önemli sorunlarından biri devlet iktidarlarının dizginlenmesi ve devleti oluşturan organların birbiri ile olan ilişkileridir. Kuvvetler ayrılığı ilkesi devleti üç asli organa ayırarak bu organları birer iktidar alanına dönüştürüp siyasi dengeyi sağlamaya çalışır. İlkenin en önemli özelliği devleti dengeleyerek sivil öncelikleri öne çıkarması ve özgürlüklere dayanak olmasıdır.
