Kazakhstan was recognized in the international system as the ninth largest country in the world with the collapse of the Union of Soviet Socialist Republics (USSR)10. It was a reality that could not be ignored that such a large country with a surface area had an effective role in the changes taking place in its own geography. Dec. The rich oil reserves and the fact that it has become one of the leading uranium producers in the world have focused attention on the geopolitical importance of the country (Shkolnikov, 2011). In the post-Soviet period, Kazakhstan was aware that it should determine the political and economic areas that should be given priority in the international system that it had entered as an independent state. One of the priority areas was the border problem and ensuring border security after this problem was resolved, the last post-Soviet country whose border with Russia was determined was Kazakhstan. The 7,591-kilometer border with Russia made security issues a common concern despite the historical ties of the two countries and the emphasis on cultural cooperation. The existence of Decoupled Decouples was also too valuable for Russia and Kazakhstan not to be ignored, so at least keeping relations stable between the two countries, aside from improving, was also valuable for the security of the region.
