Barışçıl otorite dolaşımı kavramı: Irak örneği

Abstract

Toplumu etkileyen en önemli kurumlardan birini temsil eden siyasal kurum, temelde ait olduğu ve etkilediği toplumsal gerçekliğin içindedir ve bu gerçekliğin izlenimini vermektedir. Öte yandan, toplum kavramı kimi zaman diğer kurumlardan daha etkilidir. Siyasal barışçıl otorite dolaşımı, modern demokratik sistemlerin en önemli ilkelerindendir. Ayrıca söz konusu barışçıl otorite kavramı demokrasinin kapsamını tanımlamak ve ölçmek için en önemli göstergelerden de biridir. Son yıllara bakıldığında barışçıl otorite kavramının her düzeydeki uluslararası arenanın ve Arap arenasının en önemli konularından biri haline geldiği görülmektedir. Bu çalışma, otoritenin barışçıl dolaşıması ilkesinin Irak toplumu üzerindeki etkisini araştırmayı amaçlamaktadır. Bu çalışmada barışçıl otorite dolaşımının toplum üzerindeki etkisinin olup olmadığı, etkisi var ise bu etkinin nasıl olduğu tartışılmaktadır. Bu sorulara ek olarak STK'ların karar alma süreçlerine ne ölçüde katıldıkları sorun konu edilmektedir. STK'ların görüşlerinin otorite ve halkı bir araya getirip getirmediği ele alınmaktadır. Ayrıca barışçıl otorite kavramı dolayımı üzerinden iktidar ve din arasındaki ilişki ve bu ilişkinin toplumdaki insanları nasıl etkilediği ortaya konulmaktadır. Bu çalışmada nicel araştırma yöntemi uygulanarak katılımcılara anket soruları yöneltilmiştir. Söz konusu anket çalışmasındaki katılımcılar Irak halkından cinsiyet farkı gözetmeksizin seçilen yaşı 20 ve üzeri olan 300 katılımcıyla yapılmıştır.

The political institution, which represents one of the most important institutions affecting the society, is basically in the social reality it belongs to and affects, and gives the impression of this reality. On the other hand, the concept of society is sometimes more effective than other institutions. Political peaceful circulation of authority is one of the most important principles of modern democratic systems. In addition, the concept of peaceful authority is one of the most important indicators to define and measure the scope of democracy. Looking at the recent years, it is seen that the concept of peaceful authority has become one of the most important issues in the international and Arab arena at all levels. This study aims to investigate the effect of the principle of peaceful circulation of authority on Iraqi society. In this study, it is discussed whether the peaceful circulation of authority has an effect on the society, and if there is, how this effect is. In addition to these questions, the question is to what extent NGOs participate in the decision-making processes. It is discussed whether the views of NGOs bring together the authority and the public. In addition, the relationship between power and religion through the concept of peaceful authority and how this relationship affects people in the society is revealed. In this study, questionnaire questions was be asked to the participants by applying the quantitative research method. Participants in the aforementioned survey study were made with 300 participants aged 20 and over, who were selected from the Iraqi people regardless of gender.
