Türkiye'de covid-19 pandemi sürecinde alınan tedbirler ve gerçekleştirilen spor organizasyonlarının incelenmesi

Abstract

2019 yılının sonların da Çin Halk Cumhuriyeti'nde ortaya çıkan Covid-19 virüsü dünyayı kısa zamanda etkisi altına almış yüzbinlerce insanın ölümüne ve ülkelerin ciddi tedbirler almasına neden olmuştur. WHO ülkelere salgın ile alakalı yapması gerekenleri gün gün açıklayıp süreci yakından takip etmiştir. T.C. hükümeti ve sağlık bakanlığı önlemlerini en üst seviyede almış yurt dışından giriş çıkışlarda vakaların yüksek olduğu ülkelerden giriş çıkışları yasaklamıştır. Ülkemizde vakaların görülmesi ile birlikte T.C. hükümeti erken hareket ederek okulları tatil etmiş bütün spor organizasyonlarını iptal etmiş ya da ileri tarihe almıştır. Vakaların artması ile birlikte T.C hükümeti gerekli karantina tedbirlerini alarak sokağa çıkma yasaklarını getirmiştir. Yasaklarla birlikte insanlar evlerinde kalmış sosyal, alışılmış hayatlarında değişiklikler olmuş bu değişiklikler insanların yaşam kalitesini düşürmüş bedenen ve ruhen birtakım hastalıkların oluşmasına zemin hazırlamıştır. İnsanların Sosyal hayatlarındaki bütün alışkanlıklarda değişiklikler meydana gelmiş akraba ve aile bağları kuvvetli olan toplumumuzda ziyaretler yapılamamış düğün nişan kına gibi örf adetlerimizin iptali ya da sosyal mesafe kuralları çerçevesinde yapılması karara bağlanmıştır. Evde kalınan süreç içerisinde çevrimiçi eğitimler başlamış insanlar evde spor egzersizlerine yönelmiştir. Karantina süreci tüm dünyada ekonomiyi çok ciddi etkilemiştir. Dünya genelinde işsizlik oranlarında artışlar görülmüş bu durum en çok genç işsiz gurubunu etkilemiştir. Özellikle turizm taşımacılık ve spor sektörü pandemiden en çok etkilenen sektörler olmuştur. 2020 yılında yapılması planlanan birçok büyük organizasyonu iptal edilmiştir. Bunlardan en önemlileri 2020 Tokyo Olimpiyatları ve Avrupa futbol şampiyonası olmuştur. Bu organizasyonlar 2021 yılına ertelenmiştir. Bu ertelemelerin spor sektörüne ve ülkelere aynı zamanda geçimini bu işlerden sağlayan insanlara ekonomik olarak zararlara neden olmuştur. Alınan önlemlerin içerisinde en çok dikkat çekeni ise NBA'de olmuştur. NBA yönetimi aldığı kararla sezonun kalan maçlarını Orlando eyaletinde Walt Disney Bubble adını verdikleri komplekste dışarıdan izole edilmiş bütün sporcuların, görevlilerin dışarı çıkmadan müsabakalar bitene kadar bulaşma riskini engellemek için uyguladıkları ve sıfır vaka ile tamamlayarak aynı zamanda kar elde ederek tamamladıkları organizasyon olarak göze çarpmıştır. 2020 yılı içerisinde yavru vatan Kıbrıs'ımızın 46. Yılında şehit ve gazilerimizi anmak aynı zamanda genç nesillere farkındalık oluşturmak için "Bayrağımız Kulaçlarla Yavru Vatan Kıbrıs'a" maratonu pandemi kuralları çerçevesinde gerekli bütün sağlık ve güvenlik tedbirleri alınarak düzenlenmiş bizlere gurur kaynağı olmuştur. Pandemi sürecinin olumlu etkileri ise çevrimiçi alışveriş yani e-ticaret sektöründe artış gözlemlenmiştir. Dışarı çıkamayan insanlar sosyal medya kullanımında ve internet alışverişi yapmaya yönelmiş, bu yönelim kargo firmalarının mobil alışveriş uygulamalarının kullanımının artmasına neden olmuştur. Spor sektöründe yasaklamaların kalkması ile birlikte futbol maçları seyircisiz oynanmaya başlamış, bu durum kulüplerin bilet, kombine satışlarında ve maç günü gelirlerinde ciddi düşüş yaşanmasına ve ekonomik sıkıntılar yaşamasına sebep olmuştur. Hayatını spor yaparak idame ettiren profesyonel sporcuların evde kaldıkları süreç içerisinde her ne kadar evde antrenman yapsalar da evde yaptıkları antrenmanların yetersiz kalması sonucu performanslarında düşüşler yaşanmıştır. Dünya böyle bir virüse hazırlıksız yakalanmış ve her sektörde ciddi zararlara uğramıştır. Bu çalışma ile birlikte Covid-19 sürecinde dünyada, ekonomide, sporda, sosyal hayatta hangi kısıtlamalar getirilmiş ve bu kısıtlamaların sonucunda Ülkeler, organizasyonlar, kulüpler ve en önemlisi insanlar ekonomik olarak ve de fiziksel ruhen nasıl etkilendiğinin neden ve sonuçlarını araştırıp ileriki yıllarda yaşanacak bir pandemide ne tür önlemler alınması gerektiğine dair ülkelerin, kulüplerin ve insanların önlemlerini önceden almasını sağlayacak önerilerde bulunulmuştur.

The Covid-19 virüs firstly emerged in the People's Republic of China in late 2019 and it affected the world in a short time. It causes the thousands of people deaths day by day. Therefore, many countries take serious measures. World Health Organization (WHO) explained to the countries what they should do regarding the epidemic and followed the process closely. Turkey have taken their measures at the highest level and banned entry and exit from countries where there are high incidents in entry and exit from abroad. With the occurrence of cases in our country, T.R. government has suspended schools with the early decision. In addition to that, they canceled all sports organizations or postponed to a later date. With the increasing number of cases, the Turkish government has imposed curfews by taking the necessary quarantine measures. Along with the prohibitions, there have been changes in the social and habitual lives of people WHO have stayed in their homes. Moreever, all habits of people have been changed in their social lives, they couldn't visit their strong relatives and family ties, and it also has been decided to cancel our customs such as wedding, engagement, henna or to make them within the framework of social distance rules in our society. Online trainings started during the period of staying at home, and people turned to home sports exercises. The quarantine process has seriously affected the economy all over the world. There has been an increase in unemployment rates throughout the world, and this situation mostly affected the young unemployed groups. Especially the tourism transportation and sports sector have been most affected by the pandemic. Many major events which planned to be held in 2020 have been canceled. The most important of these events are the 2020 Tokyo Olympics and the European football championship. These organizations have been postponed to 2021. These postponements caused economic damage to the sports sector, as well as to the people WHO earn their lives from these jobs. The most striking measure which was taken in the NBA. With the decision taken by the NBA management, the remaining matches of the season are isolated from the supporter in the complex called Walt Disney Bubble in Orlando. The aim is to prevent the risk of contamination until the matches for all athletes and to complete with zero cases. At the same time the other goal is to make a profit. The other example is the marathon "Our Flag is To Our Baby Homeland Cyprus" organized well by taking all necessary health and safety precautions within the framework of the pandemic rules. That organization is to memorialize Commemorating our martyrs and veterans on the 46th anniversary by our young country Cyprus, which raised our national feelings in 2020 and at the same time to raise awareness for the young generations. On the other hand, the positive effects of the pandemic process is to have been observed in online shopping, in other words e-commerce sector. People WHO cannot go out have turned to social media uses and internet shopping. This trend has caused an increase in the use of mobile shopping applications so increasing for cargo companies too. With the lifting of the bans in the sports sector, football matches started to be played without spectators, which caused a serious decrease in the combined ticket sales and matchday revenues of the clubs and economic problems. Professional athletes, WHO continue their lives by doing sports, have experienced a decrease in their performance as a result of inadequate training at home. Even though they train at home during their stay at home. The world has been caught unprepared for such a virus and has suffered serious damage in every sector. With this study, I try to mention how restrictions were imposed for the economy, sports, social life during the process of Covid-19 in the world. Especially how countries, organizations, clubs and, most importantly, people are affected economically and physically. As a result of these restrictions I try to Show By investigating the causes and consequences, recommendations were made to ensure that countries, clubs and people take precautions beforehand on what kind of measures should be taken in a pandemic to be experienced in the future. Finally, I try to mention about what restrictions are imposed in the economy, sports and social life in the Covid-19 process in the world. As a result of these restrictions, we investigated the consequences of how countries, organizations, clubs, and most importantly, people are affected economically, physically and spiritually. In addition, suggestions were made to ensure that countries, clubs and people take precautions in advance on what kind of measures should be taken in a pandemic that will occur in the upcoming years.
