Türkiye'de kadın istihdamı ve ekonomik büyüme arasındaki ilişki

Abstract

Bu çalışmada Türkiye'de kadın istihdamının genel görünümü incelenmekle beraber kadın istihdamı ve ekonomik büyüme arasındaki ilişki ele alınmaktadır. Ekonomik büyüme bütün ülke ekonomilerinin en önemli amaçlarından biridir. Ekonomik büyümenin sağlanabilmesi konusunda insanın payı oldukça büyüktür. Bu durumda ülke nüfusunun yarısına yakın bir kısmını oluşturan kadınların emeği olmadıkça ekonomik büyümeden söz edilemez. Çalışmada OECD ve ILO istatistiki verilerinden yola çıkılarak Türkiye'deki kadın istihdamının seçilmiş OECD ülkeleri arasında oldukça geride kaldığı sonucuna ulaşılmıştır. Türkiye'de kadın istihdamının tarihsel süreç içerisindeki gelişimi incelenmiş, ayrıca eğitim, medeni durum, yaş, ücretsiz aile işçiliği, kayıt dışı istihdam gibi kadın istihdamını etkileyen unsurlar TÜİK verilerinden yararlanılarak ele alınmıştır. Çalışmada Türkiye'de kadın istihdamının sektörel dağılımı üzerinde de durulmuştur. Araştırmalar sonucunda Türkiye'deki kadın istihdamının düşük olmasının en önemli sebepleri arasında toplumda cinsiyet temelli bakış açısının yer aldığı ve çocuk bakımı, ev işleri gibi sorumlulukların 'kadın işi' adı altında kadınlara dayatılması olarak görülmektedir. Kadınların istihdam içerisinde yer almamaları, ev içi üretimde kullanılan emeğin ise toplum tarafından ücretsiz emek olarak görülmesi sonucuna ulaşılmıştır. Bu kapsamda Türkiye'de kadın istihdamını arttırmaya yönelik ulusal düzenlemeler ve SGK, İŞKUR, Kadının Statüsü ve Sorunları Genel Müdürlüğü ve devlet ve özel kurumların bu konuda uyguladığı projeler incelenmiştir.

In this study the relations between women employment and economic growth are examined along with the general view of women employment in Turkey. Economic growth is one of the most essential goals of all national economy. The contribution of human is quite large on the subject of ensuring economic growth. In this case, economic growth cannot be mentioned unless there is labour of women who create almost the half of the population of country. In the study, on the basis of statistical data of ILO and OECD it is shown that women employment in Turkey falls behind in between the selected OECD countries. In the historical process of development of women employment in Turkey was examined and beside factors that affect women employment such as education, marital status, age, unpaid family working, informal employment was discussed by taking advantage of TUIK data. Also, in the study, it was focused on the sectoral distribution of women employment in Turkey. Following the searches gender-based perspective in society and imposing responsibilities such as childcare, housework on women under the name of women's work is seen as the most important reason for the low level of women employment. It was concluded that absence of women from employment and that labour used in domestic production is seen as free labour by the society. In this context, national regulations aimed at increasing women employment in Turkey and projects implemented in this regard by SGK, ISKUR, the General Directorate of Women's Status and Problems, state and private institutions were examined.
