İnşaat Sektöründe Bağımsız Denetim ve Bir Uygulama Örneği

Abstract

Türkiye,kuruluşundan itibaren sosyal ve ekonomik boyutlarda zaman zaman konjektürel bir tutum gösterse de,genele bakıldığında gelişimi ivmelenen,dünya politika ve piyasalarında kendine yer edinmiş bir ülkedir.Bu pozisyonda bulunmasında en önemli etken,her geçen gün gençleşen nüfusun, modern çağın getirileri ile küresel boyutta gerçekleşen yeniliklere,buluşlara hakim olabilmesi,karar ve uygulama mekanizmasına da entegre edebilmesidir. Bulunduğumuz konum, iç ekonomik dinamiklerimiz ve dünya küresel ekonomilerine yön veren,kredibilite notlarını beyan eden şirketlere göre ekonomisi gelişmekte olan, piyasası güven veren ülkelerin içerisinde bulunmaktayız.Ekonomik verilerimizin olumlu seyir etmesi ile yabancı sermayeden de ciddi miktarda talep görmekteyiz.Ekonomisi büyüme eğiliminde olan piyasalarda dış kaynaklar,mihenk taşı olarak görülmektedir.Bu durumda piyasalarımıza artı bir değer katmaktadır. Ulusal pazarda GSMH'ya etki eden lokomotif sektörlerden biride inşaat sektörüdür. Nüfusumuzun büyük bölümü kırsal da yaşarken, küresel gelişmelerden de etkilenerek daha çok kentli yaşama yönelmesi, yüksek kentleşme hızını doğurmuştur. Kentsel büyümeden kaynaklanan konut ve altyapı gereksinimi doğrudan doğruya inşaat sektörünün faaliyetleri için talep artışı anlamına gelmektedir. İnşaat sektöründe faaliyet gösteren firmalarda küresel gelişimelere hızla uyum sağlamaları sektörün kurumsallaşma faaliyetlerinin artmasına neden olmuştur. İnşaat sektöründeki bu gelişme ekonomimize de yeni bir katma değer sağlamıştır. İnşaat sektörünün bu denli büyümesi yatırımcılarını da bu talebe yetişme çabaları sektörün kurumsallaşma eğilimini artırmıştır.Kurumsallaşma ile birlikte ulusal ve uluslar arası pazara hakim olmaya başlanılan sektörde denetim faaliyetlerinin gereğini ortaya koymuştur. Gelişen ekonomimizde son derece önemli bir yer tutan inşaat sektörünün denetleme ihtiyacı, yüksek lisans tezimde inşaat sektöründe bağımsız denetimi işlememe neden olmuştur. Bu sayede gelecekte inşaat sektörünün kurumsallaşma faaliyetinde yaşanabilecek eksiklikleri önceden görebilmek sektörün dinamizmini artırabilmek için inşaat sektöründe bağımsız denetim uygulama örneği çalışmasını gerçekleştirdim. Turkey is a country which take its position in global market and world politics by growing economy and ascending development processes in last decade despite the economic crisis and social depression since very founding era. Growing young population day by day, a good understanding of a modern indestrualized world and adapting new innovations are the key to receive successfull results about Turkey's development progress and future. Based on the result of IMF and World Bank, Turkey's financial architecture and interior dynamics are reached to global standarts. Thus created new opportunities and the escalating market value attracted new investors. As long as economic welfare unsured,more investors and outher sources will interest and invest in Turkey. Construction industry have always had the highest share in global market. In Turkey, majority of the nation was living in the rural areas. After reaching more advanced technology at global scale, people start moving to metropolitans because of the charm of modern daily life and new opportunities . As a result of this migration and realising lack of residences and infrastructures in metropolitans constraction demands increased rapidly. Since corporations in construction industry are need to adapt global standards and change themselves for accommodate new era, they need to focus on institutionalization. Turkey's economy benefits the most from that progresses in construction industry. After the corporations completes their own institutionalization progress their market shares are rises. The financial audit is inevitable for those corporations to sustain welfare and secure the trades while their national and global market shares are raising every day. A financial audits had a leading role in economic activities in construction industry and since the construction industry had a leading role in Turkey's growing economy, I find it appropriate to choose "Financial Audits on Construction Industry" as a main subject in my master thesis. Financial audits must be consider as a main precaution to avoid the future problems may occur about institutionalization progress for the companies in construction industry.
