Girişimci faaliyetlerin topluma mal edilebilmesi için gerekli paylaşım sistemlerinin oluşturulmasına maddi kaynak sağlanması ve devlet imkanlarının seferber edilmesi girişimciliğin etkinliğini arttırabilecektir.
