Özel Güvenlik Örgütlerinin Yönetsel Sorunları ve Çözüm Önerileri: Özel Güvenlik Personelinin İş Memnuniyetiyle İlgili Bir Alan Araştırması

Abstract

Güvelik olgusu insanoğlunun var olmasından itibaren ihtiyaç haline gelmiş ve uygarlıkların gelişimine paralel olarak da güvenlik anlayışı da gelişmiştir. Ülkeler bu güvenlik olgusunun gelişim safhalarını kendi uygarlıklarının özelliklerini göz önünde bulundurarak özde aynı ancak uygulamalarda farklı örgütsel sistemler kurarak her devlet ülkesine uygulamaktadır. Bu bağlamda devletimiz kamu güvenliğini yurtiçi ve yurtdışında kolluk kuvvetleri aracılığı ile sağlamaktadır. Ancak son dönemde ihtiyaca hasıl olarak gerek kamu da gerekse de tüzel ve özel kurumlarda güvenliği sağlamada kolluğa yardımcı olarak özel güvenlik hizmetleri veren kurumlar boy göstermeye başlamıştır. Ülkemizde özellikle 5188 sayılı yasa ile özel güvenlik çatısı altında bulunan özel güvenlik hizmeti veren teşkilatların, özel güvenlik hizmeti alan firmaların ve özel güvenlik personellerinin pozisyonları ile sorunları daha anlaşılır, şeffaf bir şekilde ortaya konulmaya çalışılmıştır. Çalışmamızın birinci bölümünde yönetim, yönetimin (işlevleri) fonksiyonları, güvenliğin tanımı, Türkiye'de güvenlik hizmetlerinin yapılanmaları ile ilgili kavram ve detaylarından bahsedilmiş, İkinci bölümünde özel güvenlik kavramı, önemi, tarihçesi, teşkilat yapısı, ihtiyaç hali, dünyada farklı özel güvenlik uygulamalarından bahsedilmiştir. Üçüncü bölümde ise Türkiye'de özel güvenlik kavramı ve tarihi gelişimi, ülkemiz açısından önemi ve ülkemizde özel güvenliğin hizmet sahaları ve faaliyet alanları, özel güvenlik teşkilatının yasal temelleri, yapısı, özel güvenlik personelinin alımı ve atanması, görevleri, yetkileri, özel güvenlik teşkilatlarında personele verilen temel eğitim ile sektörün karşılaştığı problemler ve geleceği konuları üzerinde durulmuştur. Dördüncü bölümde Erzurum ilinde Atatürk Üniversitesinde görev yapan özel güvenlik görevlilerinin iş memnuniyetine ilişkin bir uygulama çalışması yapılmıştır. Sonuç bölümünde sektörün problemleri ve çözümüne dair neler yapılabileceği, uzman görüşler, genel kolluk ile uyum içinde çalışmasına dair yapılması gerekenler ile özel güvenlik personelinin iş memnuniyetine ilişkin çıkarımları yorumlanmıştır. Çalışmamızda özel güvenliğin kendini rakamsal olarak artırmasının yanında örgütleri büyütecek alt yapılarının (yasal, mesleki bilgi, hakları ve sosyolojik açıdan) daha fazla desteklenerek genel kolluk ile olan bağının güçlendirilmesi üzerinde durulmuştur. Ölçme aracı olarak mevzuat kısmında ilgili literatür taraması, özel güvenlik hizmeti veren ve alan örgütlerin yöneticileri ile yüz yüze görüşme ve gözlemlemelerden yararlanılmış ve son bölümde Erzurum ilinde Atatürk Üniversitesinde görev yapan özel güvenlik görevlilerinin iş memnuniyetine ilişkin tespit için de anket tekniğinden faydalanılacaktır. Söz konusu deneklerin kendilerine yöneltilen sorulara içtenlikle cevap verdikleri ön kabul edilmiş ve anket kendilerine tabi tutulmuştur.

Countries in essence, taking into account the characteristics of their civilization, the stage of development of these practices by establishing safety cases the same, but different organizational systems, which apply to every state in the country. In this context, our state offers through the domestic and international law enforcement public safety. However, recently both as output in both the public needs are also legal and law enforcement in helping to provide security in private institutions began to appear institutions that private security services. In our country, especially the 5188 law on private security services to organizations under special security framework, private security services firms and private security positions of the problems with the staff more understandable, it has tried to put forward in a transparent manner. In the first part of our study management, management (functions) function, the definition of security concepts and structures of the security services in Turkey mentioned the details, The second part of the private security concept, importance, history, organization structure, the state needs, are discussed different special security applications worldwide. In the third part private security concepts and historical development in Turkey, and Turkey's special importance for our country's security service areas and business sectors, the legal basis of the special security organization, its structure, the recruitment and appointment of private security personnel, duties, powers, faced by the sector with basic training given to the staff of a private security organization problems and focused on future issues. Erzurum In the fourth chapter of a case study on private security guards working in the province of Ataturk University has made the job satisfaction.
