Ekonomik, hukuki ve siyasal gelişmelerin Türkiye'de kadın cinayetleri meselesine yansıması

Abstract

Kadına yönelik şiddet ve cinayet konusu topyekûn mücadeleyi gerektiren toplumsal bir sorundur. Türkiye toplumunda da etkisini giderek artıran bu durum toplumsal bir mücadeleyi beraberinde gerektirmektedir. Şiddet ve cinayet eylemlerinin artması beraberinde hukuksal düzenlemelerinin devreye sokulmasını hızlandırmıştır. Hukuksal düzenlemelerin kadına yönelik şiddet ve cinayeti önleme konusunda yeterli olup olmadığı da tartışılan konuların başında gelmektedir. Bu çalışma son 10 yıl verilerine bakarak ekonomik, hukuksal ve siyasi gelişmeleri kadın cinayet sayılarındaki artış ile değerlendirip karşılaştırmıştır. Şiddet ve cinayet eylemlerinin altında yatan gerçeklere ulaşmak yerine, olguları karşılaştırmalı bir yöntemle değerlendirmeyi hedef almak çalışmanın özüdür. Cinayet rakamları son 10 yıl kapsamında kadın kuruluşları ve devlet kurumlarına yansıdığı ölçüde ele alınmış olup, ''kadın cinayeti'' kavramının ne anlama geldiği sorgulanmıştır. Öldürülen kadınların hangi ölçüde kadın cinayeti olarak değerlendirildiği ve bu bağlamda cinayet rakamlarının farklılıkları çalışmayı farklı kılan esas noktalardır. Yasal düzenlemelerin son 10 yıldaki süreci incelenmiş ve bu süreçte yürürlüğe konulan yasaların ön plana çıkanları (6284 sayılı kanun vb) değerlendirilmiştir. Bu yasaların kadın cinayetleri konusuna bakışı ve cinayet rakamlarına olumlu veya olumsuz yansıması ortaya konmuştur.

Violence against women and murder is a social problem that requires total struggle. This situation, which is increasing its influence in Turkish society, requires a social struggle together. The increase in violence and murder has accelerated the introduction of legal regulations. Whether legal regulations are sufficient to prevent violence and murder against women is also one of the topics discussed. This study looked at the data of the last 10 years and evaluated and compared economic, legal, and political developments with the increase in the number of murders of women. Instead of achieving the underlying facts of acts of violence and murder, targeting the evaluation of facts in a comparative way is the essence of the study. The murder figures have been analyzed to the extent reflected in women's organizations and government institutions over the last 10 years and questioned what the concept of 'female murder' means. The extent to which murdered women are considered to be murders of women and the differences in murder figures in this context are the main points that make the study different. The process of legal regulations in the last 10 years was examined and the prominent laws enacted in this process (law no. 6284, etc.) were evaluated. The way these laws look at the issue of women's murders and the positive or negative reflection of the murder figures has been revealed.
