Yerel Yönetimlerde E-Demokrasive E-Katılım

Abstract

Demokrasi tarihten günümüze farklı şekillerde ve farklı biçimlerde uygulana gelen bir kavram olmuştur. Demokratik yönetimin vazgeçilmez bir unsuru olan demokrasinin, 21.yy’a geldiğimizde gelişen iletişim teknolojileriyle birlikte önemi daha da artmıştır. Yeni iletişim teknolojilerinin toplumun her kesiminde her alanında kullanılması bu teknolojilerin yönetsel süreçlere, devlet mekanizmalarına yansımalarını da kaçınılmaz kılmıştır. Katılım olgusunun dijital platformlara yansıması aktif katılımı kolaylaştırdığı gibi devletin en küçük yapılarından olan yerel yönetimlere bu açıdan bakıldığında çift yönlü etkileşim imkânı sağlayan iletişim teknolojilerinin kullanılması, e-demokrasi ve e-katılım kavramlarını ortaya çıkarmıştır. Böylece vatandaşın daha kolay, daha hızlı ve daha düşük maliyetlerle yönetsel süreçlere katılımı yönetenlerinde aynı anda çok sayıda kişiye daha hızlı yoldan ulaştığı bir yönetim sürecini gündeme getirmiştir. Vatandaşın devletiyle aktif iletişimini sağlayan bu süreçler yerel nitelikteki demokrasi uygulamaları için de son derece önemli olmuştur. Böylece yöneten ve yönetilen arasında aktif bir etkileşimin olduğu siyasal katılım süreci ortaya çıkmıştır. Bu çalışmada demokrasinin bir uygulama alanı olan yerel yönetimler ile e-katılım, e-demokrasi kavramları irdelenerek yerel yönetimlerde e-katılım ve e-demokrasi kavramlarının işleyişine yer verilmiştir.

The democracy has become a term that is being applied in different forms and manners from the past to present. The importance of the democracy what is the unique factor of the democratic governance enhanced further by developing technologies in the 21st century. Being used to these new communication techniques in each part of the society made the reflection of these technologies to executive processes and government mechanisms unavoidable. Reflecting the participation fact to the digital platforms eases the active participation. When considered from this point of view to the local administrations, using the communication technologies which provide the opportunity for bidirectional interaction created the concepts of e-democracy and e-participation. Thus, a management process is generated where the citizens participate in the executive processes by easier, faster and lower costs and the rulers reach rapidly to a large group of people at thesame time. These processes that ensure the active communication of citizens with the government became highly significant for the democracy applications in local qualification. By this way, the political participation duration includes an active interaction between ruler and ruled is revealed. In this study, the local administrations what is the application area of the democracy and the terms of e-participation and e-democracy are analyzed. The working of the terms of e-participation and e-democracy are also presented.
