Uçuş Emniyeti Açısından Ekip Kaynak Yönetimi Uygulamalarının Kabin Ekibi Üzerindeki Etkisine İlişkin Bir Araştırma

Abstract

Havayolu taşımacılığı sektörü, sistem ve alt sistemlerden oluşur. Bu sistemlerin amacı uçuşun emniyetli bir şekilde gerçekleşmesini sağlamaktır. Üretim ve bakım faaliyetlerinin düzgün bir şekilde çalışmaması uçuş emniyetini olumsuz etkiler. Hizmetin oluşunda; tasarım, seyrüsefer, hava trafik, eğitim ve havaalanı alt sistemlerinde karşılaşabilinecek olumsuzluklarda emniyeti riske sokabilecektir. Havayolu taşımacılığına ait faaliyetler uluslararası ve ulusal kurallar kapsamında disiplin altında gerçekleşmektedir. Eğer bu kurallarda herhangi bir problem varsa havacılık emniyetini tehlikeye sokabilecek ihlal ya da hatalar olabilmektedir. Öte yandan, meteoroloji, manialar ve havaalanı yoğunluğu gibi çevresel faktörlerde uçuş emniyetini tehlikeye sokmaktadır. Ancak, uçuş emniyetini etkileyen son ve en önemli faktörde insandır. Bu safhada uçuş görevini icra eden kokpit ve kabin ekibi üyelerin uçuş emniyetinin sağlanmasındaki önemi ön plana çıkmaktadır. Uçucu ekip (kokpit-kabin) uçuş emniyetinin hem oluşturulup sağlanmasında bizzat görev almakta, hem de uçuş emniyetini tehlikeye sokacak hata ve ihlalleri yapan unsurlar olarak işleyişte yer almaktadır. Hava aracı kazalarının altında yatan nedenleri araştırmak için başta SHEL (Software, Hardware, Enviroment, Liveware) olmak üzere çeşitli modeller kullanılmaktadır. Bu modellerin merkezinde insan bulunmaktadır. İnsan unsuru donanım, yazılım, çevre ve diğer insanlarla etkileşim içerisinde yer almaktadır. Çalışmamızda hata oluşumuna yer vermemek üzere Ekip Kaynak Yönetimi (Crew Resource Management) uygulamaları ele alınmaktadır. Literatürde genelde kokpit ekibi üzerinden uygulamaya yönelik araştırmaların varlığı gözlenmektedir. Bu çalışma ile hata oluşumuna yer vermeyecek tedbirlerin başında kokpit-kabin ekipleri bütünlüğü ile hizmet oluşumunun esas tutulması vurgusu yapılmaktadır. Bu amaçla, uçuş emniyeti açısından ekip kaynak yönetimi uygulamalarının kabin ekibi üzerindeki etkisine ilişkin bir araştırma gerçekleştirilmiştir. Ülkemiz sivil havacılık sektöründe faaliyet gösteren işletmelerde görev yapan kabin ekibi üyeleri üzerinde uygulanan anket verileri sonucunda elde edilen değerlerle sektöre katkıda bulunmak amaçlanmıştır.

Airline transport industry consists of system and sub-systems. Goal of these systems is carrying out the flight in a safely. Problems in manufacturing and maintenance process affect the flight safety in a negative way. On the other hand, potential issues in system operation such as design, navigation, air traffic control, training and airport sub-systems may also cause risk in security. Operations in airline transportation occur inclusive of national, international doctrines and discipline. In condition of the existence of any problems in these fields, some violations and failures, which jeopardizeaviation safety, may happen. Besides, some environmental factors such as meteorology, enclosures and aerodrome traffic density jeopardizeaviation safety, as well. However, the last and the most important reason, which jeopardizes aviation safety, are human. At this point the importance of the stuff, which conduct air mission in cockpit or within cabin crew, come into prominence. As potential factors that violates the aviation safety rules, flight crew take charge both in providing aviation safety and operation of the system. Some models, notably SHEL (Software, hardware, Environment, Liveware), are used to investigate the reasons cause airplane accidents. In the center of these models there is human factor and it is under the interaction with other factors: hardware, software, environment and other people. In the study we examine the Crew Resource Management process in order to avoid faults in the aviation safety. Current literature mostly consists of the studies that are regarding cockpit crew. Unlike the current literature in this study we emphasize the service composition under the integrity of cockpit and cabin crew. To that end we conducted a research for aviation safetyconcerning the effects of the application of Crew Resource Management on cabin crew. Our purpose is to make contribution to the current literature by conducting a survey with the cabin crew that work in the civil aviation companies in Turkey.
