Özel güvenlik teşkilatında eğitim olgusu: Özel güvenlik eğitim kursları ve meslek yüksekokullarındaki özel güvenlik ve koruma bölümleri

Abstract

İnsanlar varolduğu andan itibaren kendisini güvende hissetme iç güdüsü taşırlar. Zaman geçtikçe güven kavramı genişleyerek sevdiklerini, sahip oldukları eşyaları ve değerleri de içine katarak bir güvenlik duvarı oluştururlar. Toplumların oluşumuyla birlikte hızla değişen ve büyümeye devam eden dış tehditlere karşı güvenlik kavramlarıı da derinlik kazanmıştır. Günümüzde güvenlik boyut değiştirmiş ve güvenlik yapılanmaları günün teknoloji ve alt yapısına uygun hale getirilmek için çalışmalar başlatılmıştır. İlerleyen teknoloji beraberinde yeni suç şekillerini de getirmiş, artan bu çeşitliliğe işlenen suç sayının da artması eklenince alınan tedbirler de çoğalmış ve yeni çıkış yolları aramaya başlamışlardır. Türkiye'de de özel güvenlik sektörü dünyada olduğu gibi hızla büyüyen bir sektör haline gelmiştir. Bu çalışmada devlet bünyesinde yer alan kolluk kuvvetlerinin yanında yardımcı bir rol olarak kendisine yer bulan özel güvenlik teşkilatının tarihi, oluşum süreci, yetki aldığı kanunlar çerçevesinde görev ve sorumlulukları, sektörün Avrupa'daki yerinin ekonomik ve hukuksal boyutlarının incelenmesi paylaşılmıştır. Çalışmada Türkiye'de özel güvenlik sektöründe görev yapan personelin almış oldukları mesleki eğitim incelenmiş, özel güvenlik eğitim kurumlarından almış oldukları temel eğitim ile üniversitelerin ön lisans programlarında yer alan özel güvenlik ve koruma bölümlerinin ders saatleri, ders içerikleri karşılaştırılarak çıkan sonuçlara neticesinde çözüm önerileri ile özel güvenlik meslek eğitimi konusunda gelişime katkı sağlamak istenilmiştir.

People have the urge to feel safe from the moment they exist. As time goes by, the concept of trust expands and creates a firewall by including their loved ones, their possessions and values. With the formation of societies, the concepts of security have also gained depth against the external threats that are rapidly changing and continuing to grow. Today, security has changed its dimension and security arrangements have been initiated to make it suitable for the technology and infrastructure of the day. Advancing technology has brought new forms of crime along with increasing the number of crimes committed in this growing diversity, and the measures taken have increased and began to look for new ways of exit. Private security sector in Turkey has become a rapidly growing sector in the world as it is. In this study, the history of the private security organization, its formation process, its duties and responsibilities within the framework of the laws that it has been authorized and the economic and legal dimensions of the sector in Europe were shared. Working in vocational training were examined they have taken the personnel working in the private security sector in Turkey, private security training institutions with the basic education they have received from universities located in associate degree programs lesson hours of private security and protection section, the course content of private security with solutions in the sequel to the results in comparison to contribute to the development of vocational education.
