Türkiye'de 1990-2010 Dönemi Gelir Dağılımı Problemleri ve Problemlerin Çözümünde Kullanılan Ekonomi Politikaları Üzerine Bir Analiz

Abstract

Gelir adaletsizliği, Türkiye'nin önde gelen en önemli toplumsal ve ekonomik sorunlarından biridir. Bu tez çalışmasında; Türkiye'de 1990 - 2010 Dönemi gelir dağılımı problemleri üzerinde durulmuş ve bu problemlerin çözümünde devletin hangi politikalardan faydalandığına değinilmiştir. Türkiye'de en fazla gelire sahip grupla, en az gelire sahip grup arasındaki farkın çeşitli gelir dağılımı problemlerine etkisi ele alınmıştır. Gelir dağılımı adaleti problemlerini çözümleyebilmek amacıyla ortaya konan kamu- ekonomi politikaları bu bağlamda değerlendirilmiştir. Ortaya konan literatürel araştırma doğrultusunda hipotezler oluşturulmuş ve hipotezlerin test edilmesine dair metodoloji geliştirilmiştir. Çalışmanın beslendiği ana hipotezler detaylıca incelenerek SPSS 22.0 paket programıyla analizler yapılmıştır. İlk bölümde gelir dağılımının genel özellikleri üzerinde durulmuş ve gelir dağılımını etkileyen unsurlar bilimsel çerçeveyle ele alınmaya çalışılmıştır. Tezin ikinci bölümünde gelir dağılımı adaletsizliği sorunu ile başa çıkmada devletin üstüne düşen en önemli vazifelerden uyguladığı politikalara ve bu politikalarda gereksinim duyduğu ilke ve araçlara ayrıntılı bir şekilde yer verilmiştir. Tezin üçüncü bölümünde Türkiye'de dönemler ayrımı yapılarak incelememize tarihsel bir devinim kazandırma amaçlanmıştır. Bu bağlamda 1923'den günümüze kadar toplamda beş dönemden oluşacak şekilde ekonomiye yön vermiş politikalar, birçok parametreye etkisi dokunacak olan finansal krizler ve para ile maliye politikalarının hayata geçirilmesinde önemli rol oynamış etmenler detaylıca ele alınmıştır. Son bölümde Türkiye'deki yüzdelik dilimlerin en zengin ile en fakiri arasındaki bu makasın açılmasında hangi ekonomi parametrelerinin sebep olduğuna ilişkin hipotezler ve bu hipotezlerin test edilmesinde uygulanan metotlar analiz edilmiştir. Inequality of income is one of the problems awaiting to be solved in the world as well as in Turkey. In this thesis, income distribution problems and the ways that the governments followed in order to solve these problems are focused on. In our country the effect of the difference between the problems of various distribution of outcomes the highest income group and the lowest income group has been discussed. In order to solve equity problems of distribution of outcomes, public economy policies have been evaluated in this aspect. In light of the literaturel research, hypotheses has been created and methodology has been developed regarding to testing of these hypotheses. Main hypotheses, the study feed, thoroughly analized and analyses has been conducted by SPSS 22.0 package program. In the first part, general characteristics of the income distribution is described and elements that affect income distribution are focused with a scientific framework. In the second part of the thesis, the vital policies that the governments followed and the principles and tools which were used by governments is described in detail. In the third part of the thesis, by creating a period distinction in our country, it is has been aimed to make a historical motion. In this regard, the policies that dominated economy since 1923 is divided into 5 segment. Also, the effect of financial crisis, which will touch on many parameters and factors which have played an important role in the implementation of monetary and finance policy is described in detail. At the last part, the hypotheses which are related percentile in our country and the reason why the gap between the richest and poorest person is being opened is described.
