dc.description.abstractYirminci yüzyılın ortalarından itibaren kalite kontrol işlemlerinin verimliliği ve üretimi artırdığını test eden örgütler bu konunun üzerinde durmaya başlamışlardır. İkinci Dünya Savaşı sonrası Japonya'da uygulanmaya başlayan toplam kalite kontrol uygulamaları daha da geliştirilmiş ve işletmelerin tüm birimlerinde uygulanmıştır. Böylece Toplam Kalite Yönetimi felsefesi ortaya çıkmıştır. İlk önceleri sadece mal üreten şirketlerde revaçta olan Toplam Kalite Yönetimi başarılı sonuçları görülünce hizmet üreten işletmelerde de hızla yayılmıştır. Hizmet sektöründe insan kaynağının en önemli unsur olması, çalışanların motivasyonuna duyulan ihtiyacı da artırmıştır. Modern yönetim yaklaşımlarının en önce gelen hedefi çalışanların güdülenmesini sağlamak ve başarı şansını artırma yollarını geliştirmek olmuştur. Zira nihai hedef olan üretim artışı da bu şekilde çok daha istikrarlı bir şekilde gerçekleşecektir. Yapılan bu araştırmanın amacı "Belediyelerde Toplam Kalite Yönetimi Uygulaması İle Çalışanların Motivasyonu Arasındaki İlişki"yi tespit etmektir. Bu bağlamdailişkisel tarama modeli kullanılmıştır. Araştırmanın evrenini Belediyeleri. Araştırma örneklemini ise, Kırklareli ve İstanbul Beşiktaş belediyelerinde görev yapan 222 beyaz yakalıdan oluşmaktadır. Araştırmada veri toplamak amacıyla, Toplam Kalite Uygulamaları soruları Gerand ve Ark (1997) çalışmasından, Motivasyon uygulamaları ise Warr ve Ark (1979) uyarlanmıştır. Mevcut ölçekler Eker (2012) tarafından incelenmiş ve İç Güvenirlik değeri 0,83 olarak tespit edilmiştir. Yapılan araştırma sonunda: Katılımcıların "Toplam Kalite" ve "Motivasyon" algısının yüksek olduğu görülmüştür. Ayrıca Motivasyon ile Toplam Kalite arasında yüksek düzeyde ilişkinin var olduğu tespit edilmiştir.en_US
dc.description.abstractSince the middle of the 20th century the organizations, who test the quality control processes by its efficiency and positive impact on production, started to focus on this subject. The total quality control exercises, which has started to be implemented in Japan after the World War II, have been developed further and started to be exercised on all units of an enterprise. Thus, the philosophy of Total Quality Management emerged. Total Quality Management was used by the producer at the beginning, after the successful results, it has started to be implemented by the other service producing enterprises. The need of motivation for the employees has increased due to the fact that the human resource is the most important factor in the service sector. The aim of the modern management approaches is to motivate the employees and developing methods to increase their success chances. Therefore the ultimate goal, increasing the production, could be achieved stably. The objective of this study is to determine the "correlation between the total quality management (TQM) practices and motivation of the employees at the level of Municipal Governments." In this context, relational screening model has been used. Target population of this study is the municipalities and the research sample is 222 white collar workers, which they work for the Beşiktaş Municipality and Kırklareli Municipality. In order to collect data, the total quality practices questions have been adapted from the study of Gerand and Ark (1997) and the motivation exercises have been adapted from the study of Warr and Ark (1979). The scale of the studies is analyzed by Eker (2012) and the internal reliability coefficient is prescribed as 0,83. As a result of the research: It is spotted that, participants perception of "Total Quality" and "Motivation" is high. There was no significant difference found in scale of motivation and total quality on the basis of gender, age, working place, professional seniority and educational level. Though, on the basis of marital status, there is a significant difference between the married and single participants. As a result of this research, there is a remarkable correlation between total quality and motivation.en_US
